As an expert in the toxicological effects of dioxin (2,3,7,8-tetrachlorodibenzo-p-dioxin, specifically), having earned my Ph.D. by researching the subject, I have to say that the photos are inconclusive. It is very difficult to obtain pure dioxin. It is not made, ever, for commercial purposes, and is, rather, a byproduct of certain manufacturing processes (e.g. Agent Orange) and of incineration in the presence of chlorine. Our lab had special licenses to work with the stuff. As far as I know, only one person has died from dioxin poisoning, and it was intentional murder. Dioxin is just one of many chemicals that cause similar symptoms. Halogenated and polycyclic aryl hydrocarbons with a planar structure will cause the same symptoms. If Mr. Yushchenko has, indeed, been poisoned by one of these agents, he can expect that rash to last for years. Ow!
One thing about dioxin poisoning, is that I don't remember ever seeing a greenish cast to a chloracne rash. In photographs--I've never seen one in person--these rashes are reddish and cause a thick, bumpy appearance in the skin. Furthermore, dioxin (the most toxic 2,3,7,8-TCDD type) has a half-life in the human body of 7 years, so if Mr. Yushchenko has been poisoned with the stuff, it will still be detectable. The same goes for other chemicals that cause the same symptoms.
As for the greenish tint, I am stumped.
Some of Mr. Yushchenko's other symptoms are not consistent with dioxin poisoning
