39% for France. I guess, almost every young person knows English at a decent level.
But some French are arrogant and refuse to speak English with tourists.
That's plain stupid, if you ask me.

Anyway I agree with the previous opponent about arrogance of the French. But not all of them are arrogant. Just sometimes you meet a person who gives himself airs and it looks like very foolish. But most of them in general are kind and simple. On the other hand some French who go to work to England say that the English are really cool and great and gentle.:)
