As I know, there no a veterinary department in the Kharkiv Karazin Universaty. The vet Academy is located out of the city. It is a Kharkiv region, Malaya Danilivka town.

No you are wrong. Go to google and find more information. The keywords are "Kharkiv veterinary academy Danilivka".

anyways, my questions are(as of now)
1) how are the dorms there?
2) what subjects would i be taking?
3) when do semesters start and end?
4) what time do classes start and end?

you better ask the Academy directly. Or, if you want students’ opinions, find some students in social networks.

If you really want to come to Kharkiv, better learn Russian and Ukrainian. Kharkiv speaks mostly Russian. Some people know English but it’s unlikely that a random stranger will speak English.

It doesn't matter what Kharkiv speaks. Ukrainian is the official language, mandatory to use by lecturers, including documentation and all other routines. Particularly, the diploma won't be done in Russian. By the way, English seems to ba accessible option.

There should be groups and pages on Facebook
Search ХДЗВА and ХГЗВА
But it’ll probably be in Ukrainian or Russian
