Lets say Kiev is a city. Chuguev is a town.
Next time you may want to ask your question this way:
Is there a difference between city and town? Please explain.
Reading helps to iron out small issues like above. I don't mean reading this forum ;) Everyone here seems to be eager to talk for whatever reason. As if writing is not important at all...

If you mean London as a capital of Great Britain - definitely city. London Ohio USA - just a town.
You need to look at size (population). There's no hard fast rule, but anything under million population I would call town. over would be city.
Disclaimer: It is my own observation that may or may not be correct.
There're hips of exceptions. You can find Old London Town within London City (UK). It's an old, historical part of London. And it is a town, as 1000 years ago it wasn't a city for sure :)
